CONDITIONS FOR TRANSPORT OF EXPLOSIVES IN BULK 

 (As per CMR 2017 – Regulation 188 Notification, DGMS)

1. INTRODUCTION 

 Transport of explosives in bulk (ANFO/Slurry/Emulsion) inside opencast coal mines is a high-risk operation. DGMS issued special conditions under Regulation 188 of CMR 2017 (GSR 982(E), dated 01.10.2018) to standardize safe handling, transport, and use of bulk explosives. These conditions are mandatory for all opencast coal mines using bulk explosives.


2.1 Responsibilities of Mine Management (a) Owner/Agent/Manager duties
  • Only properly trained and authorised persons are allowed to participate in bulk explosive transport.
  • The Manager must issue written authorisation.
  • Adequate PPE must be provided and used.
(b) Competent supervision
  • Entire operation shall be under a Competent Person holding at least an Overman’s Certificate.
2.2 Time & Quantity Restrictions
  • Transport is allowed only during daylight hours.
  • Quantity transported must not exceed the requirement for one round of shots.
  • Explosives must be transported within 30 minutes before charging begins.
2.3 Vehicle Requirements
  • Only approved vehicles by Competent Authority are permitted.
  • Must comply with all licensing authority conditions.
  • Vehicle must be in safe operating condition.
  • Driver must be competent, licensed and authorised.
Fire Extinguishers
  • Minimum two fire extinguishers of appropriate type
    • Must fight petroleum & electrical fire.
    • Must be easily accessible & maintained.
Pre-Transport Search
  • Competent person must personally search all workers involved.
  • Ensure no one carries:
    • Cigarette, biri, cigar
    • Matches
    • Smoking material
    • Mobile phone
    • Any spark/flame producing device
2.4 Safety Precautions During Transport Mandatory precautions

(a) Vehicle must be properly earthed using chain links during loading.

(b) Vehicle must remain locked except during loading/unloading.
(c) Overloading prohibited.
(d) Speed limit not more than 25 km/hr.
(e) Vehicle must not be left unattended when loaded.
(f) Loaded vehicle must be kept at an isolated location. Prohibited Conditions
  • Loaded vehicle shall not enter garage or repair shop.
  • Must not be refuelled, except in emergencies.
    • Even then, engine must be stopped and precautions taken.
  • Charging of deep holes shall not occur in the same area where drilling operations are ongoing.
2.5 Daily Inspection Requirements
  • Vehicle must be inspected every 24 hours by a competent person.
  • Inspection should confirm:
    • Fire extinguishers filled & properly placed
    • Electrical wiring insulated & secured
    • Chassis, engine, body clean & oil-free
    • Fuel tank & lines leak-free
    • Brakes, lights, steering in good order
  • A report must be recorded in a bound paged book with date & signature.
2.6 Code of Practice
  • The Mine Manager must prepare a Code of Practice (COP) covering handling & transport of bulk explosives.

4.  Explain the DGMS-specified conditions for transport of explosives in bulk as per CMR 2017 Reg. 188.

The mine manager must also prepare a detailed Code of Practice addressing safe handling and transport of bulk explosives.
